No. Text and vector graphics are copied as they are. Only large photos and scans are made smaller. Text stays sharp on screen and in print.
In most cases, the file holds photos or scanned pages at a very high resolution. A scanned page at 600 DPI can take several megabytes. The Balanced level limits images to 1600 pixels on the long side, which is enough for reading and normal printing.
