Your browser decodes the WebP image and the tool stores the pixels as PNG inside the PDF. That step is lossless, so the PDF looks exactly like the original WebP.
PDF has no native WebP support, and many converters only handle JPG and PNG. PDF Anvil uses the browser's own decoder, which supports WebP in every modern browser.
Only the first frame is used. A PDF page is a still image.
